Change California Primary to require that candidates run in a single primary open to all registered voters, with the top five vote-getters meeting in a runoff.

Justification: The current “top two” primary excludes 3rd party and decline-to-state candidates from the general election. The two candidates most likely to successfully make it to the general are the candidates who have the most money. It unfairly uses financial status as a barrier to service in a public office.”
